These measures, set to be launched incrementally in early 2025, are part of a broader strategy formulated by the RTA in response to extensive studies indicating the necessity of a dynamic tariff system to manage urban congestion effectively.

The Rationale Behind Variable Pricing

The impetus for introducing a variable pricing scheme arises from ongoing concerns regarding traffic congestion in Dubai, a city renowned for its rapid urban development and increasing vehicular population. The RTA’s research underscores a pressing need for a flexible pricing mechanism that can adapt to varying traffic patterns throughout the day. By implementing a tiered pricing structure for both road tolls and parking, the RTA aims to encourage motorists to rethink their travel habits, particularly during peak periods, thus leading to a more fluid transportation environment.

Incentives for Off-Peak Travel

The Salik toll system, which will debut at the end of January 2025, includes a critical component: motorists will enjoy toll-free passage from 1:00 am to 6:00 am. This initiative is designed to shift some traffic away from congested hours, encouraging late-night travel and reducing pressure on the roads during busier times.

For daytime commutes, the toll structure will reflect peak traffic volumes, charging Dh6 during the morning (6:00 am to 10:00 am) and evening (4:00 pm to 8:00 pm) rush hours. In contrast, drivers traversing the roads during less congested times—specifically from 10:00 am to 4:00 pm and from 8:00 pm to 1:00 am—will incur a reduced toll of Dh4. Notably, Sundays will offer an additional incentive with a flat rate of Dh4 throughout the day, while the toll will be waived entirely from 1:00 am to 6:00 am.

Revisions to Parking Fees

Complementing the toll adjustments, the RTA will also introduce a new Variable Parking Tariff Policy, aiming for implementation by March 2025. Under this policy, premium parking spaces will be charged at Dh6 per hour during peak hours, while standard paid parking will be similarly priced at Dh4. However, during off-peak hours (10:00 am to 4:00 pm and 8:00 pm to 10:00 pm), parking fees will remain stable, allowing for predictable budgeting for commuters.

Moreover, to accommodate evening activities, parking will be free from 10:00 pm to 8:00 am and entirely complimentary on Sundays—an attractive prospect for those looking to enjoy the city after dark. Notably, the RTA will also implement a Congestion Pricing Policy targeting event zones, establishing a fee of Dh25 per hour for public parking near the Dubai World Trade Centre during major events, starting in February 2025.

Projected Financial Benefits

Ibrahim Sultan Al Haddad, CEO of Salik, articulated the expected outcomes of these changes, emphasizing the studies conducted by the RTA which highlighted the critical need for variable pricing. Al Haddad expressed optimism that these reforms would significantly enhance the travel experience for road users in Dubai. Preliminary forecasts suggest that the new pricing model could successfully generate an additional revenue stream estimated to range between Dh60 million and Dh110 million annually.
