Dubai Enhances Community Cohesion with New Neighborhood Councils

In a significant move aimed at fostering community ties and enhancing social welfare, Dubai Municipality, in partnership with the Community Development Authority (CDA), has embarked on a project to construct five new community neighborhood councils across several key areas in the emirate. Announced under the direction of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, this initiative aligns with the emirate’s broader objectives as part of the “Year of Community,” designated for 2025.

The new councils will be strategically located in Nad Al Sheba II, Al Awir II, Al Barsha South I, Al Warqa II, and Hatta, each aimed at reinforcing the bonds among families and communities while nurturing the UAE’s cultural heritage. This initiative is intricately woven into the fabric of the Dubai Social Agenda 33, which emphasizes improving the welfare of Emirati families and enriching national identity and values, all in an effort to foster a cohesive and inclusive social environment.

Hessa bint Essa Buhumaid, the Director-General of the Community Development Authority, elaborated on the pivotal role neighborhood councils play in enhancing social cohesion. “These spaces unite community members in environments conducive to dialogue and cultural preservation,” she remarked. Buhumaid emphasized the government’s commitment to adapting these councils to evolving community needs, thus ensuring that they resonate with the national identity while offering diverse community engagement activities.

In addressing the ongoing urbanization and population growth in Dubai, Buhumaid noted that the establishment of these new councils is a crucial step in expanding social services across residential areas. “This initiative echoes the leadership’s vision of cultivating a more connected and empowered society. By embedding high-quality services within each neighborhood, we not only cater to immediate needs but also anticipate future demands,” she added.

Marwan Ahmed bin Ghalita, the Acting Director-General of Dubai Municipality, further contextualized the project as aligned with the forward-looking vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE. “Neighborhood councils are integral in addressing the dynamic needs of our citizens. They provide facilities that promote a fulfilling and stable lifestyle, while simultaneously encouraging younger generations to uphold and celebrate Emirati traditions,” he stated. Bin Ghalita pointed out that these councils will act as vital platforms for community dialogue and participation, strengthening the bond between citizens and their government.

Architecturally, the five new councils are designed to reflect contemporary aesthetics while honoring the rich heritage of the Emirati culture. Each council will encompass approximately 1,256 square meters of space within a total development area of 6,280 square meters. The facilities will include a flexible multi-use hall, a majlis for everyday gatherings, separate prayer facilities for men and women, a reception area, and various support amenities such as staff offices, storage areas, preparatory kitchens, and restroom facilities.

The expected completion timeline for the councils varies, with the constructions in Al Barsha South I, Al Warqa II, Nad Al Sheba II, and Al Awir II scheduled for completion by the fourth quarter of 2025, while Hatta’s council is slated for handover in the second quarter of 2026.

In a broader context, this development fits into Dubai Municipality’s continued commitment to enhancing urban infrastructure that serves to elevate the quality of life for both residents and visitors.
