The Recognition of Excellence: Hamdan Programme Awards Shortlist Announced

The Hamdan bin Mohammed Programme for Government Services, an initiative under the General Secretariat of The Executive Council of Dubai, has unveiled the shortlist for its prestigious awards: the Hamdan Flag, Best Pioneering Initiative, and Best Digital City Experience. These awards stand testament to the emirate’s ongoing commitment to the advancement of integrated and efficient government services, closely aligned with Dubai’s ambitious vision of becoming a global leader in service innovation.

At the heart of the programme lies the 360 Services policy, a transformative framework that aims to revolutionise public service delivery in Dubai. It proposes a comprehensive automation of public services, with a target to integrate 90% of these services and, significantly, to eliminate the need for in-person visits for the vast majority. This initiative underscores the Dubai government’s determination to streamline processes for its residents, facilitating a more user-friendly and efficient interface with governance.

The shortlist, gleaned from a competitive field of 27 candidates, features nine exemplary entities from the Government of Dubai that have adeptly incorporated the 360 Services policy into their operations. These entities have been recognised as frontrunners in enhancing, personalising, and digitising public services, thus setting a benchmark for quality and citizen engagement.

The finalists for the Hamdan Flag award include:

1. Dubai Electricity and Water Authority (DEWA): Recognised for its innovations in utility management and customer service efforts.
2. Community Development Authority (CDA): Celebrated for its initiatives that foster community engagement and support welfare programs.
3. General Directorate of Identity and Foreigners Affairs-Dubai (GDRFA): Notable for its streamlined processes in managing identity and immigration services.
4. Dubai Municipality: This entity has been instrumental in urban management and public health services.
5. Dubai Police: Lauded for its advancements in security services and community safety initiatives.
6. Roads and Transport Authority (RTA): A critical player in enhancing transportation and infrastructure services across the emirate.
7. Dubai Department of Economy and Tourism (DEET): Focused on promoting sustainable economic growth and tourism development.
8. Dubai Customs: Noted for its efficiency in trade regulations and revenue collection.
9. Mohammed Bin Rashid Housing Establishment (MBRHE): Recognised for its commitment to housing solutions and urban development.

In addition, the programme has shortlisted eight initiatives for the Best Pioneering Initiative award. This distinction celebrates exceptional achievements in digital transformation, service efficiency, and the enhancement of public service quality. Each initiative represents a unique approach to the challenges faced by the government and its citizens, showcasing creativity and innovation in service delivery.

Furthermore, four initiatives have been nominated for the Best Digital City Experience award, conferred by the Dubai Digital Authority. These initiatives highlight transformative digital solutions that promote seamless interaction between residents and government services, enriching the overall experience of living in a modern, connected city.

A rigorous evaluation process, overseen by international experts, ensured that all entries were thoroughly assessed against five critical criteria: the impact of the service, the application of a whole-of-government approach, the degree of creativity and innovation displayed, the service culture promoted, and the sustainability of the results achieved. This meticulous scrutiny reflects the high standards expected in a global city like Dubai, reinforcing the importance placed on quality and effectiveness in public service delivery.

As Dubai pushes forward with its ambitious plan to become a globally recognised leader in government services, the recognition of these integral entities serves not only to commend their efforts but also to inspire a continuous striving for excellence. The Hamdan Programme’s awards play a crucial role in fostering a culture of innovation within the public sector, encouraging various stakeholders to embrace modern technology and progressive practices.

In conclusion, the shortlisted candidates exemplify the transformative spirit of Dubai’s government, showcasing a commitment to quality, efficiency, and citizen-centric initiatives. As the UAE continues on its path of development and modernization, such recognitions serve as milestones in the journey towards a smarter, more efficient future.
