The Federation of St. Kitts and Nevis Launches National Biometric Enrolment and Passport Modernisation Programme
BASSETERRE, ST. KITTS AND NEVIS — In a significant move to bolster national security and enhance international travel capabilities, the Government of St. Kitts and Nevis has unveiled the National Biometric Enrolment and Passport Modernisation Programme. This ambitious federal initiative aims to modernise the Federation’s travel documents, ensuring they align with the biometric standards actively embraced by leading nations, including European Union member states, the United States, the United Kingdom, Canada, and Australia.
The programme, led by the Ministry of National Security in conjunction with the St. Kitts and Nevis Citizenship Unit, reflects the Federation’s dedication to advancing the security and integrity of its passports. It is designed to facilitate seamless international travel for citizens while simultaneously safeguarding sensitive biometric data.
Every citizen of the Federation is required to undergo biometric enrolment by July 31, 2027. Appointments at designated government collection centres opened on May 1, 2026. Notably, any passport that has not been updated by August 1, 2027, will be deemed invalid, necessitating prompt action for compliance.
H.E. Calvin St. Juste, Chairman of the St. Kitts and Nevis Citizenship Unit, articulated the programme’s significance: “This modernisation aligns our passports with those of major nations and strengthens the security of the travel document for every citizen of St. Kitts and Nevis.” He further elaborated on the government’s commitment to ensuring accessibility and data protection, stating, “The Government has built the programme around accessibility, with collection centres opening worldwide, and around data protection, with full Government control of all biometric information.”
The newly introduced biometric passport incorporates a variety of advanced technologies, including a chip that captures fingerprint and facial recognition data along with digital signatures. This upgrade streamlines the enrolment process, requiring only 15 to 30 minutes of an individual’s time. Once biometric data is recorded, it remains valid for the life of the passport, eliminating the need for re-enrolment upon passport renewal.
Phase One of the enrolment initiative includes passport collection locations at the Citizenship Unit office in St. Kitts and through approved service providers located in key metropolitan areas worldwide, particularly in Asia and the United Arab Emirates. Phase Two will see additional locations announced across the government’s consular network in the coming weeks, broadening access for citizens residing abroad.
Regarding programme costs, the fees have been set at USD 2,500 for the first adult, USD 2,000 for a second adult within the same family, and USD 1,300 for children under the age of 16. These fees encompass both biometric enrolment and the passport upgrade, allowing families to participate in the modernisation effort without undue financial burden. Importantly, it should be noted that this new initiative will not impact the rights, status, or standing of any citizen.
The protection of personal data remains a central priority, as all biometric information will be transmitted to secure governmental systems that are under the exclusive control of the Government of St. Kitts and Nevis. This rigorous handling aligns with global data privacy standards, including those set forth by the European Union’s General Data Protection Regulation (GDPR).
To facilitate the biometric enrolment process, citizens are required to engage the services of an Authorised Agent, typically the same individual or firm that managed their original citizenship application. This ensures continuity in the process and fosters a smoother transition to the new standards.
